Abstract

The quality of an educative system can be measured, among other factors, for its capacity to cover and satisfy the demands of formation for everyone affected. The Public Administrations have the legal task of the contribution of the needed resources to achieve the success for all school population, and so it does not become an academic elite privilege.

Besides, there is a duty for the Public Administrations to give an account of the use and efficiency of the public resources. Therefore, the definition of a measure for the efficiency of the options taken is convenient to ease the making of decisions. In particular, it is interesting to assess objectively if the effort of these Public Administrations in order to have a more equitable education are productive.
